Where Justworks wins

You can find out what it costs without a sales call. This is genuinely rare. As of September 2026, Justworks is one of very few major PEOs publishing standard list pricing: PEO Basic at $79 per employee per month and PEO Plus at $124 per employee per month, both with no base fee. PEO Basic covers payroll, compliance, HR tools, 24/7 support, 401(k) and access to workers compensation. PEO Plus adds medical, dental and vision administration, HSA and FSA accounts, mental health benefits and fertility benefits. Be careful with third party sites on this point, because several quote Justworks Plus at $109 or advertise discounted rates around $49 or $99. Those figures do not match what Justworks publishes.

Both credentials, verifiable at the source. Justworks Employment Group LLC has been on the IRS active CPEO list since January 1, 2017, with three additional Justworks entities added effective July 1, 2025. ESAC lists Justworks as accredited since October 30, 2019. We could not find Rippling holding either, so ask Rippling directly which entity would contract with you and check that name. For a buyer who cares about federal employment tax protection and third party financial assurance, this is not a close call.

Three coverage models, and predictable economics. Justworks offers small group, large group and individual coverage through ICHRA, which matters for a distributed workforce where a single group plan fits poorly across states. With no base fee on either PEO tier, cost also scales linearly with headcount, so for a 40 person company the math is legible in advance.

Where Rippling wins

One system of record instead of several. Rippling's argument is that most all in one HR suites are acquired systems stitched together, while Rippling builds products on a single employee data source. If you are running payroll in one tool, device management in another and spend management in a third, the consolidation is real and it is the reason companies choose Rippling despite the missing PEO credentials.

You can leave the PEO without leaving the platform. Rippling states it is the only provider that lets you move off PEO without replacing your underlying system. This is worth taking seriously as a structural point. Exiting a traditional PEO usually means a full payroll and HRIS migration at the worst possible moment. On Rippling, the PEO is a module you switch off while the system of record stays put. For a company that expects to outgrow PEO economics within a few years, that optionality has real value.

Automation, IT breadth and modularity. Device management, app provisioning, custom workflows, granular permissions and policy enforcement are not things Justworks competes on at all. If your operational pain is onboarding a remote hire with a laptop, nine apps and a compliance training in one action, that is Rippling's home ground. You also buy what you need alongside the core platform rather than taking a bundled PEO tier.

What neither will tell you

Start with the credential gap, because the sales conversation will not.

We could not find a Rippling entity on the IRS active CPEO list as of the August 7, 2026 report, or in ESAC's verification directory. Ask Rippling which legal entity would contract with you and check that name yourself. That does not make Rippling untrustworthy, and certification is voluntary. But CPEO status carries two benefits a non certified PEO cannot provide: the client is not liable a second time for federal employment taxes if the PEO collects them and fails to remit, and wage bases for Social Security and FUTA carry over when you join mid year rather than restarting. Price that difference rather than ignoring it. Note also that several comparison articles state Rippling PEO is IRS certified. As of the August 7, 2026 IRS list, that is incorrect.

Now the structural point that outweighs every feature on this page. Under the Affordable Care Act, a carrier in the individual and small group markets may vary premium on only four factors: age, within a 3:1 band for adults, tobacco use, within a 1.5:1 band, family size, and geography. The rule is section 2701 of the Public Health Service Act, and it is explicit that the rate may not vary by any other factor, which rules out health status, claims experience, gender, industry and occupation. Federally, small group means 1 to 50 employees under the PACE Act. California, New York and Vermont extend it to 100, and Colorado returned to 50 starting in 2026.

That rule covers small groups only: 1 to 50 employees in most states, and up to 100 in California, New York and Vermont. Above that line the math changes. A large group carrier can rate your group on its own claims experience, so a healthy large group already gets credit for being healthy, and a PEO pool has to beat an experience rated quote rather than a community rated one. For those employers the case for a PEO rests more on administration, compliance, workers compensation and multi state payroll than on the health premium.

A PEO master medical plan is not bound by that. It is pooled and experience rated. So a PEO master plan is a discount for groups whose real claims risk is worse than their age, geography, family mix and tobacco status imply, and a tax for groups whose real risk is better than those factors imply. A young, healthy team in a small group state is already rated favorably by law, and moving into a pooled plan can surrender that. A group with a difficult claims history is protected by the pool. Neither company is compensated to tell you which one you are.

Finally, on who buys this product: NAPEO's October 2025 research, which is industry funded and should be read with that in mind, reports that 85 percent of PEO clients have fewer than 50 employees, specifically 16 percent at 1 to 4, 19 percent at 5 to 9, 24 percent at 10 to 19 and 26 percent at 20 to 49. Only 9 percent are at 50 to 99 and 6 percent at 100 to 499.

How to actually decide

The published Justworks rate makes this comparison feel easy. It is not, because the administrative fee is rarely the biggest number.

  1. Build the census first. Ages, home zip codes, enrollment tier per employee, and tobacco status. That is precisely what an ACA compliant small group rate is built from, so it tells you what the open market would charge before either vendor quotes.
  2. Pull your claims experience. Self funded and level funded employers hold it already. Fully insured employers above roughly 50 enrolled can usually request a claims summary or large claimant report. This is the number that decides the outcome.
  3. Compare total cost, not the administrative rate. The $124 is knowable. The medical premium underneath it is not published by anyone and can be several times the administrative fee.
  4. Put a dollar value on CPEO status. If your payroll tax exposure is large, or a mid year wage base restart would cost you real money, the certification gap is worth calculating rather than treating as a checkbox.
  5. Be honest about why you are shopping, and model the exit. If the pain is IT and system sprawl, Rippling solves a problem Justworks does not address. If it is benefits cost and compliance risk, the credentials and the medical quote matter more than automation. Either way, test Rippling's move off PEO claim in the contract, not the demo.
  6. Check your state's small group threshold. A 70 person company in New York is small group and cannot be rated on health status. The same company in Florida is large group and can be.
